Relocate to Canada for free with your family through the Economic Mobility Pathways Pilot (EMP) program. No job offer required, and the process leads to direct permanent residency within six months.

Important Notes:

  • No age limit.
  • Eligible for all nationalities.
  • No need for a job offer.
  • Access to benefits such as waived fees and pre-arrival services.
  • Program applicable to displaced individuals.


  • Waived application and biometric fees under specific conditions.
  • Processing time as short as 6 months.
  • Coverage of medical exam costs under the interim federal health program.
  • Access to the Immigration Loans Program for approved applications, assisting with travel costs, pre-arrival services, and the right of permanent residence fee.
  • Two streams available: job offer stream and no job offer stream.

Eligibility Criteria:

  • Must be a displaced person.
  • Specific documents required for proof of displaced status.
  • Trusted partners available for assessment and referral letters.
  • At least one year of full-time work experience in the last 3 years.
  • Job in  National Occupational Classification categories 0, 1, 2, or 3.
  • Education and language requirements must be met.
  • Proof of settlement funds based on family size.

Action Steps:

  1. Gather necessary documents: credential evaluations, English test results, reference letters, and proof of displaced status.
  2. Fill out required standard forms, including the Pre-Arrival Facilitation Form and Durable Solutions Form.
  3. Check eligibility and submit the application through the permanent residency portal or by email.
